If what-we-call-requirements were genuinely required then we wouldn't be able to descope them at the end of our projects and we would use all of them after they've been built and shipped.  But, we do and we don't.

Required means mandatory.

Some What-we-call-requirements are mandatory, but many are, clearly, optional. 

We use the wrong word and that has all sorts of negative consequences.  Not as bad as using the word literally when you mean the exact opposite, but still pretty bad.
